Barrington Parish Council

Minutes of the Parish Council meeting held on August 9^th 2022 by zoom.

Present: Cllrs Alderton, Buchanan, Cooper, Hopewell, Kemp, Rhodes-Kemp, Walker and SCDCllr Van de Weyer.

1. Apologies, welcomes and introductions. Apologies were accepted from Cllrs Anscombe, Priddle and Quincey both for personal reasons.
2. Declarations of Interest and dispensations. There were no declarations of interest made.
3. Public Forum. There were no members of the public present.
4. To approve the Minutes of the last Parish Council meeting held on Thursday 9^th July the draft Minutes are attached. Cllr Walker proposed the minutes be accepted as a true record of the meeting this was seconded by Cllr Alderton and agreed by all.
5. Planning
6. i) 22/00008/HFUL
   Proposal: Erection of 2no. sheds
   Site address: Land Adj 4 Orwell Road Barrington
   It was proposed and agreed to oppose this application as it in inappropriate in the conservation area.

1. ii) 21/04088/FUL
   Proposal: Erection of 36 dwellings (re-plan of south eastern parcel of development site for an increase of 3 dwellings above approved scheme ref: S/3485/18/RM).
   Site address: Former Barrington Cement Works Haslingfield Road Barrington
   The Council has already responded to this application. There have been minor amendments. It was proposed and accepted to support again and reiterate the points already made. SCDCllr Van der Weyer will be at the planning committee and will raise the matter or a further S106 agreement.

iii) 22/02940/HFUL and LBC
Proposal: Conversion of carport into additional accommodation/utility space. Addition of new link / lobby.

It was proposed and agreed to support the comment of the the Conservation Officer and oppose this application. It is an infilling of space and not appropriate in the Conservation Area of the village and contravenes the guidance in the Conservation Area Appraisal and Management Plan (January 2022).
Additionally, the plans show no access to the highway.

1. iv) 22/03028/HFUL
   Proposal: Installation of a second Air Source Heat Pump to the rear of the garage.
   Site address: 22 Shepreth Road Barrington Cambridgeshire
   It was resolved to support this application.

The following tree work applications have already been circulated and council did not comment.

8. v) 22/0762/TTCA
   Local Planning Authority: South Cambridgeshire District Council
   Proposal: T1 – Common Lime, re-pollard back to previous points (approx.5m of growth) and remove epicormic (basal) growths.
   T2 – Common Beech, Cut back side branches on North side to clear school roof by 2m and remove western co-dominant stem that overhangs road.
   T4 and T5 – Common Beech, Cut back side branches on North side to clear school roof by 2m.
   T6 and T8 – Common Lime, Re-pollard back to previous points (approx.5m of growth).
   T7 – Common Lime, Re-pollard back to previous points (approx.5m of growth) and remove epicormic (basal) growths.

   Proposal: T1 eucalyptus tree, like to carry out a 30% all over reduction on it as it has grown too big for its location.
